What happens when free school meals become more than a program for families who apply for assistance? In this Common Core Diva Deep Dive, Lynne Taylor examines government-funded school meal programs beginning with Union County, North Carolina, where 17 schools participated in the Community Eligibility Provision allowing students to receive breakfast and lunch without an individual meal application. From there, the conversation follows the connections among the National School Lunch Program, USDA nutrition policy, SNAP and EBT benefits, proposed “school meals for all” legislation, Medicaid, student and family data, and federal and state education policy. The discussion raises a larger question for parents: when government programs increasingly provide food, health, education, and other services to children, what happens to parental authority, privacy, local control, individual choice, and family independence?
