Parents: At What Cost?!

Parents, this is an urgent call to action for you!
Did you know the U.S. Dept. of Education is currently seeking public comments on proposed changes to the use of Medicaid funding for IDEA students?!
Did you know the proposed changes not only target special needs children, but will also encompass those WITHOUT special needs?!
Did you know that laced within the proposed changes is the LOSS of parental consent?!
Do you realize that the US Government, in an effort to support the proposed changes has just announced a new office for ‘technical assistance’ to help streamline all the changes?!


IF not, read on! If you have seen any of my posts on social media about this, great. We’ve not much time to waste in getting this news to the people! Early June 2023, I wrote an article, called “New Normal?!” which also gave a brief rundown about the massive overreaches into your family’s life centered on these proposed changes by the U.S. Dept. of Education. What follows here, is a greater detailed view.

The Federal Register’s Document:

Back on May 18, 2023, the U.S. Dept of Education’s proposal was added to the Federal Register’s website for public comments to be made. ALL comments, by the public are DUE no later than 8/1/23. You can read the 82 comments posted so far. (When I first learned of this document, there were 12. When I updated my information for a broadcast on this, the number was near 40.)
You can also comment in support of losing parent consent or standing against it. Be sure to READ all 40 pages of the proposed changes to see exactly WHAT the U.S. Dept of Education will do. You’ll also see how the U.S. Dept. of Health/Human Services will encroach on the families. The goal? By ditching parental consent for every use of IDEA (Individuals with Disabilities in Education Act) funding, especially via Medicaid, the schools or outside entities involved will get MORE money. The workers in healthcare and education will have LESS burdensome jobs. These two groups will SAVE time, too. But, AT WHAT COST does PROTECTING your FAMILY come at? By removing parental consent EVEN ONCE, opens ‘Pandora’s box’ and gives the healthcare/education system way too much power!

What the “Fine Print” States:

Since I chose to print out the Federal Register document, I’ve been able to go over it with a fine tooth comb, so to speak. Here are the MOST unconstitutional and immoral portions you need to know:

a) The Secretary of Education has no real constitutional power to enact ANYTHING for education!
The proposed changes will also add the Secretary of Health and Human Services, who also has no real constitutional power.


b) By not allowing for parental consent every time (the proposal states once and then renewed every year; however, given as much ‘health care’ that is going on in schools without parents knowing it; this sets up a dangerous pattern. If the government can remove parents consent in several cases, who’s to say that ALL parental consent can be removed?) this leaves the school or outside entity with decision making.
i) The ‘system’, not the parents, will have more power to ‘act’ on behalf of the family involved.
This also is another step in the ‘one stop government service centers’ being housed in our schools.
These are called full service community schools and have been written into not only (Every Student Succeeds Act) ESSA, but the Bipartisan Safer Communities Act, the Strengthening Medicaid Act, the Affordable Care Act, several Presidential Executive Orders (both from Trump and Biden), as well as policies (policy is an interpretation of the law NOT a law in and of itself). Whomever or whatever is running the ‘system’ can adopt any policy that fits the agenda at hand.
ii) The ‘system’ is geared to create streamlined data portals to track and mine a family’s healthcare
situation. This will feed into more high stakes assessments, both in schools and in our communities.
The result is what we’ve been seeing since the Common Core State Standards Machine rolled into town:
millions of people being mislabeled as in need of behavior interventions, regardless of a true need or not.
iii) The ‘system’ will have a top-down approach and combine education and healthcare in schools.
The framework for this disaster was first inserted as a mandate for ‘school safety’ in the ESSA (Every Student Succeeds Act). The framework got a boost under both former President Trump and current President Biden. Again, not only in the name of ‘school safety’ but also due to Covid relief. Add to this another ESSA mandate: ‘student success’. The proposed changes will somehow magically commit Johnny and Suzy to better educational ‘outcomes’. (Warning: anytime any government uses ‘outcomes’ it means you will fit the mold assigned to you by them, NOT you becoming what you choose to be.)
iv) These proposed changes benefit the government more-so than the families it claims to be watching out for. The changes also allow for MORE Medicaid ‘double dipping’ of funds. Double dipping funds not only skews our economy but it’s also a felony.
v) The dollar values placed on a student’s head for these changes is absolutely unthinkable! On page 29, near the bottom of the page you’ll read these words “We estimate a benefit to the LEAs (Local Education Agencies) of $16.76 per student, for a national benefit of $4,924,172 for time saved (15 minutes per eligible student), because it would take Special Education Teachers less time to explain and review the IDEA specific sections of Medicaid consent forms. We estimate a benefit to the parents of $3.60 per student, for a national benefit of $1,057,698, due to a reduction in time required for a parent to review and understand…”

Parents, this begs the question: At what cost will it come to before you see the government is NOT your family’s friend?! Is knowing the dollar value of ANY sort has been assigned to your child an insult enough to steer you into action? Is knowing the health care decision making not 100% yours, enough? We’ve been warned throughout the years about these full service community schools and the anti-family approaches of micromanaging each of you. When will it be TOO much?

Let’s also remember that recently Medicaid expansion across the nation took place; thus widening the net of who is covered by the government. In April of this year I was a guest on Dr. Elaina George’s podcast,
“Living in the Solution”. We discussed the Medicaid traps in education which were laid out in ESSA and have been fortified ever since, especially in the name of Covid and ‘student success’. During that interview, I shared that is was (deceased) Sen. Robert Byrd from WV, who was able to help get Medicaid funding into the country’s education system.
In the follow up interview with Dr. George, we continued the Medicaid in education information. In that interview, you can learn how the intrusion of health care into education is putting families and their relationships in jeopardy.

Now, to add a bit more context for you, look at these events which may not appear to connect to all
of the proposed changes U.S. Dept. of Ed wants to make, but they actually are key points to WHY
ED wants to take over parental consent: lock, stock and barrel:
1) In 2021 poverty rates were lowered to also play into this system. How does this impact families and education? Because by lowering the level of poverty, the more people can become ensnared in the federal government’s programs to ‘take care of you’.
When did we assign the government, at a federal level to be our health care nanny?! You’d need to go back to President Johnson’s “Great Society” programs. That’s where we were first ‘given’ IDEA funding and Medicaid. No one, then, nor since, has ever challenged the fact that these types of programs are socialism on steroids, thus 100% unconstitutional! Parents, we MUST rise up!
2) Earlier this year, the U.S. Dept. of Education produced several webinars on ‘best practices’ for blending and braiding funds like Medicaid into schools to turn them into ‘full community service schools’. What does that mean? Think of the school becoming NOT a place for academics, but one-stop-malls-of-government-services. These ‘centers’ will not only encompass Johnny and Suzy attending public schools, but include Johnny and Suzy’s entire family. These ‘centers’ are to also serve the community, meaning you don’t have to attend public school to be ensnared! What types of services will these former learning institutions offer? ALL aspects of health care (The proposed changes involving reducing parental consent even include vaccines without ever using the word. Why? So parents won’t know!)
3) In 2016, this archive of mine detailed how the U.S. Dept. of Education wanted to become a ‘co-parent’ for your family.
4) Recently released by CMS (Centers for Medicare/Medicaid), the “Delivering Services in a School Based Setting: A Comprehensive Guide to Medicaid Services and Administrative Claiming”. The slick sales pitch can be read from the news release. However, if you really want the nuts and bolts of the guide, be sure to go to the bottom of the page and click on ‘view the entire document’. It’s over 180 pages and includes:
97 instances where mental health of students matters; includes ALL preventative health care (but not limited to) substance abuse, physical, occupational, and speech therapies, as well as ‘disease management’ (code for vaccines). Also included in Medicaid takeover: CHIP (Children’s Health Insurance Program), IDEA funds/services, early childhood education (especially early diagnosis and treatment of mental health, dental and vision), IEPs (Individual Education Plan). The services will also offer non-school providers and expand MTSS/PBIS (Multi Tiered Support System and Positive Behavior Interventions and Services) As a parent, I would urge to not only read the entire report, but print it out. Go through it with a fine tooth comb. pages 134 and 135 detail the education related activities which will fall under Medicaid eligible and it’s way more than we’ve ever seen! Family overreaches are labeled ‘outreach’ and are listed on page 164.

If you know of a special needs family who this will impact, please share. However, be warned the target group IS special needs, but the net the federal government has cast upon us from BOTH ED and HHS, every child will be impacted. So will our families. The original Elementary and Secondary Education Act set a lot of this in motion. Reauthorized as ESSA, it’s gotten worse since then. We MUST act together to divorce ourselves from a government which is on a total power drunken path to destroy us all.

  1. Lynn, your voice is needed; it helps us as parents and the community to be aware and proactive in seeking better solutions that do not include the government. Many of the comments posted on the website favor this intrusive revision. Parents are not aware, and we need to get the word out. The more the government is involved, the quality of care diminishes and becomes a bureaucratic nightmare for parents to undo! For too long, parents have been conditioned to think the “experts” are more credible than parents who spend all their time with children. Parents should be able to decide/authorize and be made aware of care/interventions taken for their children in schools. We have learned that the CDC, NHI, and other agencies have consistently misled us into thinking their ideas were rooted in scientific theories, but that was not so. These so-called experts made decisions for our children based on political ideology; hence, the actions were devastating. Remember this, parents, be aware of perfectly crafted legislation to remove your rights given by God.

    Could you share your opinion regarding the Arizona school system ESA (Empowerment Scholarship Account) that went into effect August 14, 2023. In a nutshell, it offers to pay for students private school tuition, homeschool expenses, books, supplies, tutoring and much, much more.

    “ESA dollars cover multiple education expenses such as private school tuition, curricula, educational supplies, tutoring and more.”

    Reading your blog and Alison McDowell’s I know there is no such a thing as a free lunch, especially when it comes to State handouts.

    My sister thinks says “resistance is futile”, so why not take their money now for her kids education expenses, and deal with any consequences later?
    I value your opinion and if you could comment or suggest places for me to dig deeper into this, it would be great.

      AZ is a hotbed of global alignment and the State qualifying what’s a parent’s right is a prime example. I’ve researched the AZ Ed Savings Accts (the articles
      are in the archives) and they are just a poison carrot on a stick. Rep. Biggs is posing to be a friend of the family, but if you look at what I uncovered about him,
      you’ll see he’s far from it.
