In my last 2 articles, we learned about the global workforce education efforts. For my ‘From the Files’ combined with the Would You Believe It?! articles, let’s see what is new across the nation for a CCSS/CTE/CCR (Common Core State Standards, Career Tech Education, College/Career Readiness) educated workforce.
How Workforce is Embedded in Education:
Simply stated, the WIOA (Workforce Innovation and Opportunity Act of 2014).
A bit more in-depth, is the fact Career Pathways (part of the Common Core and Career Tech Education) and STEM are woven into the law. Career Pathways is embedded at least 21 times. Fast forward to ESSA (Every Student Succeeds Act of 2015) and the HEA (Higher Education Act of 2008) and you will find STEM, Career Tech Education, and College/Career Readiness embedded.
Specifically in ESSA: You will also find that WIOA/Workforce is embedded, 33 times. You will find Higher Education in ESSA, 64 times. STEM is embedded through not only Math and English, but in the Teachers Corps, the 21st Century Skills, and Title 4 funding. See:
For a visual example, see below, from California. According to their website, they consistently search and encourage ANY relationship which will tie workforce to education!
How the Workforce Quality Data Ties to Student Data:
Simply stated, begin on page 11 of this 2014 U.S. Dept. of Labor document:
Workforce SLDS linkage (*Note: on page 12 you will read that the original intent of the data mining was not to link the student data to the workforce’s, but to compliment it. However, refer to the current U.S. Dept. of Labor WQDI information and all compliments are gone. In their place is total unity of information geared for education which fits Career Tracks, Career Clusters, Career Pathways, etc.)
Another global note to add to the data mining paragraph above, is that Impac International, LLC authored the paper. Who is Impac International, LLC? See below for a hint.

A bit more in-depth, is the Law that was passed in 2015 to update WIOA. While in Congress, it was known as S1124 (WIOA Technical Amendment Act). As a federal law, it is 114-18 (May 2015 passage). You can access that information: https://www.congress.gov/bill/114th-congress/senate-bill/1124
The bottom line is it beefs up State Workforce Development Boards.
The Workforce Development Systems at the State Level:
Simply stated, there will be 50 different systems. However, among them will be certain unifying factors.

Be sure to check your states. Two key pieces of evidence you need:
1) The mention of WIOA or WQDI grants
2) The mention of State level Chambers of Commerce
From the National and State Levels for Workforce Alliances:
I found the following website, you will want to check out. It is a national level registry workforce group for the States to access. It is a private, non-profit group. One of the main missions of the Alliance? Early education and afterschool workforce programs.
From my research, I have found the following.
These workforce-based programs will be encompassed in ESSA via the 21st Century Community Learning Centers, as well as all the supportive activities or services to boost student achievement. You will also see Career Awareness activities and events increase. Career trial basis courses will also be available. All these are sprinkled throughout the ESSA.
